In that installation context, SELV excludes intentional connections of its live conductors to earth, while PELV can include an earthed secondary point. The review must also cover exposed conductive parts and separation from higher-voltage circuits. Low voltage by itself does not supply the remaining conditions.

Le IEC 60364-4-41 scope addresses protection against electric shock in low-voltage installations. The applicable equipment standard, installation environment and national adoption must also be established for the project. A grounded programming computer, test instrument or external interface can change the reference conditions. Before an intentional reference is established, that differential voltage alone does not specify either conductor’s voltage relative to earth.

If an approved system design bonds the negative conductor to its earth reference, the ideal circuit reference becomes 0 V at negative and +24 V at positive. This simple reference calculation does not demonstrate protective separation, acceptable fault behavior, touch-current performance or compliance. Those require the appropriate evidence and complete system assessment.

Now add an external device whose signal common is connected to earth. If that common is also tied to the source negative, it creates another connection to the same reference. The engineering question becomes whether the intended protective arrangement and permitted current paths remain valid. Do not solve it by removing a protective-earth conductor from equipment that requires one.

<picture></picture>
Concept workflow for an engineering review; no terminal connections are prescribed.
Open full-size diagram

Record where the intentional bond belongs, how other references are handled, and how the configuration is inspected.
